Milan City Council approves two ordinances on second reading, adopts fee changes and OKs $432,562.76 in payments

Milan — The Milan City Council on Oct. 15 unanimously approved second readings of two local ordinances and adopted a resolution that amends the city fee schedule, while also authorizing $432,562.76 in bills and payroll.
Ordinance 2024-04, amending Chapter 6 (Buildings and Building Regulations), Article X (Inspection and Control of Certain Buildings), was moved by Councilmember Kerkes and seconded by Mayor Pro-Tem Flannery Wayne; the ordinance passed on a roll-call vote of 7–0. Ordinance 2024-05, which updates Chapter 24 (Water and Sewers), Article IV (Sewer Use), was moved by Mayor Pro-Tem Wayne and seconded by Councilmember Stafford and likewise passed 7–0.
Councilmember Stafford moved and Councilmember Kofflin seconded adoption of Resolution 2024-14 to amend the municipal fee schedule effective Oct. 15, 2024; the motion carried unanimously. Council then approved bills payable and payroll totaling $432,562.76 on a unanimous vote after a motion by Councilmember Kerkes and second by Councilmember Stafford.
The council considered an agreement between the Milan Fair and the City of Milan. An initial motion to approve the agreement was made by Councilmember Kofflin (seconded by Councilmember Kerkes). Councilmember Snyder moved, supported by Mayor Pro-Tem Wayne, to postpone consideration of the agreement until the next council meeting; that postponement carried unanimously.
City Administrator Jim Lancaster thanked staff for their work on the special-event framework and fee updates. City Clerk Lavonna Wenzel reminded residents that nine days of early in-person voting begin Oct. 26 at 7:00 a.m. Mayor Pro-Tem Flannery Wayne told the council the policy-review effort aims to ensure fairness and not to target any group; Mayor Ed Kolar echoed that focus.
The council set its next regular meeting for Tuesday, Nov. 5, 2024 (agenda-submission deadline Oct. 30) and adjourned at 7:43 p.m.
