Milan council unanimously approves budget, trash contract and equipment leases

Mayor Ed Kolar and the Milan City Council on May 21, 2024, approved a slate of routine contracts and adopted the city’s fiscal year 2024–2025 budget and tax rates.
City Treasurer Sarah Finch presented the proposed budget at a public hearing earlier in the meeting and councilmembers recorded no public comments. Later in the meeting the council passed Resolution 2024-06 to adopt the budget and set tax rates; the motion, moved by Councilmember Kerkes and seconded by Councilmember Thompson, carried unanimously.
The council also approved several procurement and lease actions that will affect city operations: it awarded the Mill Race Meter Pit construction contract to E.R. Zeiler Excavating for $103,590.00 (motion by Councilmember Stafford, seconded by Councilmember Kerkes); awarded a five-year rubbish, recycling and yard-waste collection contract to Stevens Disposal covering July 1, 2024 through June 30, 2029 (motion by Councilmember Snyder, seconded by Councilmember Kofflin); approved a five-year lease with Konica Minolta for a plotter printer and a separate five-year lease for BizHub printers (each subject to review by city legal counsel); and approved a lease agreement with Quadient, also subject to legal review. All motions carried unanimously.
Council also approved payment of bills and payroll totaling $88,566.36.
Why it matters: Adopting the budget and signing multi-year contracts sets near-term spending and service arrangements for the city, including solid-waste services and equipment procurement. Several leases are conditioned on legal review, which is a routine step before final execution.
Next steps: Resolutions and contracts requiring legal review will return to city staff for attorney approval and execution; council did not record further substantive debate on these items at the meeting.
