Tecumseh approves engineering contract for Historic Square, authorizes CDBG administration and construction management agreements

The Tecumseh City Council on Jan. 5 approved Resolution 26‑1 authorizing the mayor to sign Construction Engineering Services Agreement BK2557 with Olsson for Federal‑aid Project ENH‑49(46), the Tecumseh Historic Square Preservation project, and authorized two professional service agreements with the Southeast Nebraska Development District (SENDD) to support the city’s Downtown Revitalization CDBG project (NDED Contract No. 25DTR005). All motions passed unanimously.
Councilmember Lorie Topp moved to approve Resolution 26‑1; Councilmember Travis Goracke seconded the motion, which carried 6–0. The engineering agreement covers construction engineering services for the federally aided square preservation effort.
Council also approved a professional services agreement with SENDD for up to $25,000 for general administration of the CDBG downtown project. Councilmember Tyler Speckmann moved the administration agreement and Councilmember Topp seconded; the motion passed unanimously.
Separately, the council approved a SENDD agreement for construction management services not to exceed $5,000. Councilmember Brian Britt moved the construction‑management agreement, Councilmember Topp seconded, and the council recorded that the agreement is contingent upon issuance of a Release of Funds and Environmental Clearance by NDED before work proceeds.
Economic development and utility staff noted that outreach and project preparation are underway: Turnbull Tire has begun construction on a new facility and Niocorp construction is expected to begin in February–March 2026. City staff also reported completion of a CDBG DTR webinar as part of preconstruction planning.
Next steps include execution of the agreements by the mayor and proceeding with project administration and engineering tasks once required state approvals and environmental clearances are in place.
