Board approves consent agenda, appoints OIB volunteer and authorizes contract award
Summary
On Oct. 21 the Hood River County Board approved its consent agenda of routine items, appointed Greg Davis to the Oregon Investment Board vacancy, conducted first readings of Ordinances 308 and 318, and authorized a contract for a courthouse and administrative building space program consolidation analysis. The Hood River County Board approved the consent agenda Oct. 21, which included turnover of $48.79 in unclaimed property to the Oregon State Treasury; authorization for Emergency Manager Charles Young to attend the National Emergency Management Advanced Academy; declaration of a surplus Central Services vehicle; updates to the Administrative Code; budget adjustments for Records & Assessment and the Health Department; authorization to apply for an OPRD ATV law enforcement grant; approval of September minutes; and confirmation of an email poll regarding an Oregon Emergency Management application.
Commissioner Moretti moved and Commissioner Babitz seconded approval of the consent agenda; the motion carried on a recorded vote. The Board then interviewed applicants for a Hood River County vacancy on the Oregon Investment Board and voted to recommend Greg Davis for the volunteer position (motion by Commissioner Moretti, seconded by Commissioner Babitz).
The Board conducted the first reading, by title, of Ordinance 308 (Code Enforcement) and Ordinance 318 (Civil Violations Fine Schedule) and approved scheduling a second reading and public hearing for Nov. 18, 2024. Vice Chair Weathers moved to conduct the first readings; Commissioner Muenzer seconded and the motion carried unanimously.
Administrator Williams presented a recommendation to authorize execution of a contract for a Hood River Courthouse, Sheriff’s Office, and County Administrative Building space program consolidation analysis. Commissioner Babitz moved to authorize staff to execute the contract; the motion carried unanimously.
Commissioner Babitz also reported an updated cost estimate for the Hood River–White Salmon bridge of roughly $1.12 billion, noting earlier 2021 estimates were about $520 million and that the HRWSBA is applying for additional funding.
Why it matters: These routine and procedural actions set the county’s near-term administrative and planning work, fill a volunteer vacancy on the Oregon Investment Board, and advance a space-planning contract for county facilities.
