Waupaca County Board allocates $200,000 in ARPA funds for sheriff body cameras, approves four zoning amendments

The unanimous 22‑0 vote adopted Resolution No. 1 (2023‑2024), which cites a total ARPA allocation to Waupaca County of $9,904,210 and states that "Waupaca County Sheriff’s Office’s goal is to equip each Deputy Sheriff with a body worn camera as standard operating equipment while on active duty." The resolution lists an estimated equipment cost of $200,000 and notes $3,361,407 in ARPA funds would remain after the allocation. Supervisor Bosquez moved the resolution and Supervisor Federwitz seconded; the board approved it 22‑0.
The board also approved four zoning ordinance amendments, each recommended by the county Planning & Zoning Committee following public hearings and with town approval. The actions were: • Z‑004‑2023 (Town of Dayton): Rezoning of approximately six acres from Agriculture and Woodland Transition (AWT) to Rural Residential (RR) for petitioners Aaron R. & Nicole D. Motion by Supervisor Nygaard, seconded by Supervisor Miller; adopted 22‑0. • Z‑005‑2023 (Town of Scandinavia): Rezoning of approximately 2.224 acres from Agriculture Enterprise (AE) to Rural Residential‑Overlay (RR‑O) for petitioners Dean D. & Bonnie S. Frank. Motion by Supervisor D. Johnson, seconded by Supervisor Murphy; adopted 22‑0. • Z‑006‑2023 (Town of Larrabee): Rezoning of approximately one acre from Agriculture Retention (AR) to Agriculture and Woodland Transition (AWT) for petitioner Kenneth C. Yaeger. Motion by Supervisor Wengelski, seconded by Supervisor Nygaard; adopted 22‑0. • Z‑007‑2023 (Town of Larrabee): Assignment of zoning for roughly 4.8 acres to Agriculture and Woodland Transition (AWT) following detachment from the City of Clintonville for petitioners Kristin L. & Travis Anderson. Motion by Supervisor Much, seconded by Supervisor Bosquez; adopted 22‑0.
Casey Beyersdorf of the Waupaca County Highway Department presented the department’s 2022 financial report to the board; the report was filed with the county clerk. Chair Dick Koeppen delivered his monthly report and placed correspondence on file, including the Waupaca County Economic Development Corporation (WCEDC) report for May 2023 and Department of Transportation correspondence regarding an upcoming Hwy 54 project open house. Vice Chair David Morack provided updates on the county childcare project and transportation programs.
At the start of the meeting Vice Chair Morack read the open‑meeting statement, the Waupaca County Honor Guard presented the colors and the Pledge of Allegiance was observed. The meeting was called to order at 9:00 a.m. and adjourned at 10:18 a.m. after a motion by Supervisor Jaeger.
