Fulton County commissioners reorganize, approve $229,387.17 in payables and multiple reappointments

Fulton County commissioners reorganized and approved routine financial and personnel items at a meeting on Jan. 6, 2026, adopting board bylaws, confirming multiple reappointments and approving $229,387.17 in accounts payable and $122,828.46 in payroll.
Commissioner Randy H. Bunch called the meeting to order and led opening formalities. Commissioner Steven L. Wible moved to approve the Dec. 30, 2025 commissioners' meeting minutes and the Dec. 30, 2025 Salary Board minutes; both motions were approved unanimously. Commissioner Hervey P. Hann moved to approve accounts payable dated Jan. 6, 2026 totaling $229,387.17 (record lists fund-level breakdowns); that motion, and a subsequent motion by Hann to approve payroll totaling $122,828.46, both passed unanimously.
Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed met with the board to provide updates on the Treasurer's Office. Commissioner Randy H. Bunch moved to adopt the 2026 Board of Commissioners bylaws under the county code and the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509, as amended); the motion carried unanimously.
Commissioner Steven L. Wible moved to reappoint members to the Bedford Fulton Joint Recreation Authority to stagger terms: Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031); the board approved the reappointments. The commissioners approved a slate of 2026 reappointments and designations, including Solicitor (Jim Stein & DSS Law), Chief Clerk (Stacey M. Shives), Tax Claim Bureau Director (Amy Bishop), Chief Assessor (Melissa Gordon), Sealer of Weights & Measures (Pennsylvania Department of Agriculture), Director of Veterans' Affairs (Richard Newman), and County Engineers (Keller Engineers and CES Engineering).
Commissioner Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026; the motion passed. The board also designated committee and board assignments for 2026, naming members and alternates for bodies such as the Permanent Salary Board, County Treasurer Retirement Board, Assessment Appeals Board, Board of Tax Revision and Assessment (Chair: Commissioner Bunch), County Records Improvement Committee, Fulton County Family Partnership advisory and board roles, and numerous regional planning, transportation and grant committees.
Commissioner Hervey P. Hann moved to approve an RBA invoice for $7,957.31; that motion passed. Commissioner Randy H. Bunch moved to appoint Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; the appointment was approved. The commissioners held separate reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m., and the main meeting adjourned at 10:37 a.m.
