Fulton County commissioners approve hire, drug-and-alcohol grant agreement and several administrative actions

FULTON COUNTY — The Fulton County Board of Commissioners on Jan. 13 unanimously approved a series of personnel, fiscal and administrative actions, including hiring a new Domestic Relations enforcement officer, executing a multi-year grant agreement for drug and alcohol services, and revising the county's health insurance opt-out policy.
Commissioner Randy H. Bunch moved to hire Angie Horton for the Domestic Relations Department union position "Enforcement Officer 1," effective Jan. 26, 2026; the motion passed with Commissioners Randy H. Bunch, Steven L. Wible and Hervey P. Hann voting in favor. A separate, brief Salary Board meeting set Horton's salary consistent with the collective bargaining agreement.
The board approved the 2025'2030 Franklin/Fulton Grant Agreement (#4100101172), under which Franklin County will serve as the single-county authority for the Drug & Alcohol Program for Franklin and Fulton Counties. Commissioner Bunch moved to approve and execute the agreement; the motion passed unanimously.
Commissioners also approved Accounts Payable dated Jan. 13, 2026 totaling $135,622.38, distributed across funds as presented: General Fund $66,644.09; Fund 227 (SFC Technology Grant) $92.22; Fund 238 (911) $3,874.57; Fund 256 (Domestic Relations) $291.06; and Fund 300 (Capital Projects) $64,720.44.
On personnel policy, the board approved the county's 2026 pay scale and revised the HR Manual's Section 212 on employee benefits to formalize an opt-out payment for eligible employees waiving health insurance. The revised text states the maximum amount paid in a calendar year will be $1,020 ($85/month), pro-rated according to the waiver and paid with the final payroll in December or upon resignation; the waiting period will be excluded when calculating payment and employees must leave in good standing to receive it.
Other administrative and procurement approvals included: the CCAP PCoRP invoice (second installment) of $45,442; a renewal quote for ASPIRE two-factor authentication as submitted by Rick Grissinger; the SAP&DC invoice for local county support/transportation of $8,598; and approval of an application for burial expenses for veteran Floyd G. McGinnis to be paid to surviving spouse Janet McGinnis.
The board voted to notify organizations to apply for hotel/motel tax funding once the county receives the fourth-quarter payment, and amended LERTA application language to read "Inspection by Zoning Officer or Fulton County Planning." Commissioners accepted Ronald Richards as the real-estate agent for county property at 119 N. 2nd Street in McConnellsburg, with a quoted 3% commission.
The meeting included several brief executive sessions announced or held for personnel and legal matters (including an earlier Emergency Executive Session held Jan. 9 regarding the Prothonotary's Office); the session concluded with a unanimous motion to adjourn at 11:33 a.m.
What happens next: Angie Horton's hire becomes effective Jan. 26, 2026; the Franklin/Fulton grant agreement will proceed under the terms of agreement #4100101172; and county staff were directed to notify eligible organizations about hotel/motel tax application timing once the county receives its fourth-quarter payment.
