Waupaca County board approves CDBG cooperation pact, awards land records contract and names housing authority appointee

Waupaca County Board of Supervisors voted unanimously Sept. 26 to join a regional application for Community Development Block Grant (CDBG) funds and to award a county land records contract as part of a busy, largely procedural session.
Supervisor Bosquez moved and Supervisor Nygaard seconded the adoption of Resolution No. 15 (2023-2024), authorizing Waupaca County to enter a cooperation agreement with the Central Wisconsin Housing Region to pursue CDBG housing funds. The resolution lists Adams, Green Lake, Juneau, Marathon, Marquette, Portage, Waupaca, Waushara and Wood counties as members of the housing region and notes that Juneau County will serve as the lead applicant with ultimate responsibility for grant compliance. The board adopted the resolution by a 23-0 vote.
The resolution cites the countys authority under Wisconsin Statutes (the resolution text in the meeting records references Wisconsin Statutes for cooperative agreements). According to the resolution language, Department of Housing and Urban Development and the Wisconsin Division of Housing (DOH) will have access to participants grant records and authority to monitor activities under the CDBG program.
In separate action, the board approved a motion to award the countys Land Records Management System contract to TTech/Transcendent Technologies, LLC. Supervisor Zaug moved the contract award; Supervisor Miller seconded. The motion carried 23-0. The contract text or number is not specified in the meeting minutes.
The board also appointed Jeff Mikorski to the Central Housing Authority. Supervisor D. Johnson moved and Supervisor Golding seconded the appointment; the motion passed 21-0 (two supervisors were excused at 10:55 a.m.).
Earlier in the meeting, county staff presented routine reports: Heidi Dombrowski provided updates on the 2024 budget; John Francis gave Parks and Solid Waste updates; and Hailee Paul and Christi Gabrilska presented a UWEX impact statement. Supervisors who attended the Wisconsin Counties Association conference reported briefly on workshops they attended. The meeting record does not include substantive budget figures or policy changes from those reports.
Chair Dick Koeppen placed correspondence on file, including the September Forward Analytics Report and The Green Book, and announced the next County Board meeting is scheduled for Oct. 31, 2023. Supervisor Jaeger moved to adjourn; Chair Koeppen declared the meeting adjourned at 11:08 a.m.
