Fulton County commissioners approve $234,913 in bills, hire caseworker and delegate CDBG signing authority

Fulton County Board of Commissioners on Jan. 27 approved routine county business including $234,913.72 in accounts payable, the hiring of a caseworker for the Services for Children Department and delegation of signing authority for a Community Development Block Grant contract.
Commissioner Randy H. Bunch called the meeting to order and the board unanimously approved the Jan. 20 minutes and the accounts payable listing for Jan. 27, which totaled $234,913.72. The packet showed fund breakdowns including $145,851.38 from the General Fund, $30,555.07 from 911 and $27,752.25 from the Medical Assistance Transportation fund.
Services for Children Director Christine McQuade and HR Administrator Mary Huston recommended hiring Amanda Sheffield as a Caseworker II pending required background clearances and completion of paperwork; Commissioner Steven L. Wible moved to hire Sheffield and the motion passed with all commissioners voting in favor. The board noted a Salary Board meeting was also held and that separate minutes are on file.
Commissioner Hervey P. Hann moved to approve a Delegation of Signing Authority for CDBG Entitlement Contract Number C000095314, in the amount of $218,719.00, authorizing HR Administrator Mary Huston and Commissioners Wible and Bunch to execute the agreement; the motion passed unanimously. The delegation will enable county staff and commissioners to complete contract execution related to the CDBG entitlement award.
The board also approved a county credit card for Mapping and Planning Director Thomas Peppernick so the department may make necessary purchases, and approved an invoice of $3,313.00 for a Fulton County Tax Collectors Blanket Bond through Travelers Casualty and Surety Company of America. Commissioners retroactively approved execution of the ERAP 2 County Expenditure Certification Form for the Emergency Rental Assistance Program.
Other approved items included an invoice to Elect IT Solutions for February 2026 IT staffing and support; an Election Integrity Grant Program post-election report showing municipal 2025 expenditures of $84,443.55; and acceptance of a CES Engineering quote to provide professional engineering services for the Warfordsburg Senior Center project, covering restroom renovations, a new security camera system and mill-and-overlay work for the existing parking area and accessible path. The board approved renewal of Companion Life Insurance for group term life at $0.019 per $1,000 benefit and group AD&D at $0.03 per $1,000 benefit, effective April 1, 2026.
The meeting also included a Retirement Board quarterly review with representatives from Raymond James and a discussion with Mental Health Association of Franklin and Fulton Counties staff, who said they are seeking office space in Fulton County and noted that the county Peer Support Services contract was not in use. County Coroner Berley Souders raised mileage reimbursement and the potential for hiring a per diem deputy; no action was taken on the coroner matters.
