Waupaca County Board adopts standalone ADRC, wetland mitigation bank and several other measures

The Waupaca County Board of Supervisors on April 18 approved a package of resolutions that will reorganize local aging services, designate a safety awareness week, accept a private donation for senior meals, convey a remnant road parcel, and authorize a county wetland mitigation bank.
The board voted 27-0 to authorize the Health and Human Services Board to create a stand-alone Aging and Disability Resource Center (ADRC) and an accompanying ADRC Advisory Committee. The resolution states that current state funding for the regional ADRC consortium (Calumet, Outagamie and Waupaca counties) no longer meets each county’s cost requirements and that State of Wisconsin guidance indicates Waupaca County would be in a better financial position operating its own ADRC. The resolution directs DHHS to take steps required by DHS administrative regulations to establish a local ADRC advisory committee.
The board also adopted a resolution designating April 17–21, 2023, as Work Zone Safety Awareness Week in Waupaca County. The resolution cites national and Wisconsin crash and fatality figures in support of participation in the awareness campaign and passed on a unanimous vote.
Separately, the board accepted a $6,300.75 donation from Agropur, Inc. for the Waupaca County Senior Nutrition Program and directed that the funds be placed in a donation-restricted account, consistent with county policy requiring board approval for donations over $1,000.
On a related property action, the board approved conveyance of a parcel associated with former County Trunk Highway H (now Bowman Court) in the Town of Caledonia to the Town via quitclaim deed and authorized County Board Chair and County Clerk to sign closing documents. Finally, the board authorized the creation of the Waupaca River Wetland Mitigation Bank (WRWMB) on a county-owned 243.83-acre site in the Town of Royalton, proposing up to 128.79 wetland mitigation acre credits for use on county highway projects and for sale to other local units of government.
