Fulton County commissioners approve payables, hire deputy and accept Domestic Relations director's retirement

McConnellsburg, Pa. — The Fulton County Board of Commissioners, chaired by Commissioner Randy H. Bunch, approved a slate of routine financial and personnel actions at its March 3 meeting, including $335,634.88 in account payables and $132,711.81 in payroll.
Commissioner Steven L. Wible moved to approve the minutes from Feb. 24, 2026 and the board voted unanimously on routine financial items, which included line-item allocations for the General Fund and several restricted funds. Commissioner Bunch moved to approve payroll dated March 6, 2026 in the amount of $132,711.81; the motion carried with all commissioners voting in favor.
Domestic Relations Director Tina Gress submitted a letter of retirement after 25 years with the county. Commissioner Bunch moved to "regretfully accept a Letter of Retirement" from Gress effective July 11, 2026; the motion passed unanimously.
The board approved a personnel hire for the Prothonotary's Office: HR Administrator Mary Huston, with Franklin/Fulton County Court Administrator Rebekah Reigner participating via Zoom, presented the recommendation. Commissioner Bunch moved to hire Laurel Griest as Office Deputy I effective March 4, 2026; the motion passed. A separate Salary Board met to set compensation and its minutes are filed separately.
Human Services Director Julie Dovey brought a Krivak Trust application before the commissioners. Commissioner Hervey P. Hann moved to approve the Krivak Trust request up to a maximum of $35,000 for a confidential applicant; the board approved the request, with applicant details noted as confidential under HIPAA.
Other actions included authorization of a CDBG "Delegation of Signing Authority" form allowing HR Administrator Mary Huston and Commissioners Wible and Bunch to execute invoices to SEDA COG; approval of a $3,647 lease for a printer for the Magisterial District Judge Heming's office; and approval of a $3,844.25 Plan Asset invoice from Conrad Siegel to be paid from plan assets.
The board also approved a burial expense application for veteran Gary Allen Myers, who served in the U.S. Air Force during Desert Shield/Desert Storm, and authorized a travel request for Chief Probation Officer Dan Miller to attend the Annual CJAB Conference April 20–22, 2026. County auditors met with the commissioners for an audit review, and Building and Maintenance Director Brad Seville provided an update on Phase II renovations for the county's recently purchased building on Lincoln Way West in McConnellsburg.
The commissioners held several executive sessions for personnel matters during the meeting and adjourned at 1:03 p.m. No formal ballots against any motions were recorded; motions passed by unanimous voice vote where noted.
