Hinckley — A proposed amended plat for West Hinckley Unit 1 presented by Joyce Barney was tabled by the Hinckley Town Council on March 5 after discussion about required turnaround construction and whether private landowners had been contacted.
Joyce Barney presented the amended plat and asked whether private landowners had been contacted; the council replied no. The council reviewed one written bid for turnaround construction at the subdivision end for $9,396 and discussed a second verbal estimate of $2,000 for gravel and grading only; the council noted the verbal estimate was not documented as a written bid. Mike Barney was given permission to obtain additional bids for the turnaround construction. Mayor Alan Miller said the town attorney advised that the town is within its rights to require the improvement and that a fee-in-lieu option may be possible.
The council tabled the agenda item until the next town council meeting, directing staff to collect a documented statement from the Fire Marshal and additional written bids before the council will act on signing the plat or assessing alternatives such as a fee-in-lieu of construction.
