Robertson County Commission approves multiple rezones and corrects residential code appendices

The Robertson County Commission on March 23 approved a correction to a prior building-code resolution and passed four rezoning measures affecting parcels in multiple voting districts.
County Mayor William A. Vogle opened the meeting and the commission moved through consent items before taking up Planning and Zoning matters. Planning Director Pam Groves introduced a correction to Resolution No. 121525100 to fix appendix lettering for the 2021 International Residential Code; the corrected language replaces appendix letters Athrough J and Mthrough Q with AAthrough AJ and AMthrough AQ. Commissioner M. Dorris moved the correction and Commissioner Stroud seconded; the measure passed on a recorded vote of 22-0 with two absences.
The commission then considered three rezoning resolutions affecting local parcels. Two were applications by ACS Homebuilders on behalf of property owner Donna J. Saad at 3509 Pinson School Road: Resolution No. 032326020 rezoned 2.96 surveyed acres from AG-2 to R-40, and Resolution No. 032326021 rezoned 3.69 surveyed acres of the same parcel from AG-2 to RP-80. Planning staff submitted survey plats, a White House Utility District water-availability letter and a traffic assessment prepared by TTL, Inc. The county retained Neel-Schaffer to review the traffic assessment; the reviewer flagged methodological gaps and recommended corridor-specific traffic counts and an updated LOS analysis. Planning staff recommended either a negative recommendation or a deferral unless the applicant revised the traffic assessment to address those deficiencies.
Despite the staff reservations, both Saad rezones passed. The R-40 motion (032326020) carried on a recorded vote of 20-2 (Commissioners Couts and Ayres voted no; two commissioners absent). The RP-80 motion (032326021) passed 21-1 (Commissioner Ayres voted no; two absent). White House Utility District documentation provided by the applicant staff confirmed additional domestic water taps could be provided for subdivided tracts.
Resolution No. 032326022 approved rezoning 5.15 acres at 3770 Baggett Road (Cheryl Pentecost) from AG-2 to RP-80. Staff materials included a survey and a WHUD water-availability letter confirming one additional domestic service; the Planning Commission had recommended approval. The county vote was recorded as 22-0 in favor.
Commissioners also approved Resolution No. 032326023 rezoning 0.83 acres of a larger parcel at 5319 Highway 161 from C-1 to AG-2 (Theilia Raines) to make the parcel conforming; that measure passed 22-0. The commission declared 133 network switches surplus for the Board of Education (Resolution No. 032326024) and approved a slate of notaries.
Why it matters: the rezones change allowable uses and lot-size rules for the subject tracts; the Saad approvals, in particular, were taken despite planning staffand consultant requests for a revised traffic assessment. That review recommended collection of corridor-specific traffic counts and use of more current HCM/HCS methods before final approvals in similar cases.
Whathappens next: the corrected building-code resolution goes into effect immediately as adopted; the approved rezones amend the county zoning atlas and are effective as stated on the respective resolutions. Planning staff and applicants may follow up on outstanding technical items (traffic counts, driveway sight-distance verification) as part of permit or subdivision review.
