Commission approves construction-manager contract for Bountiful Branch Library renovation

The Davis County Commission voted unanimously to approve a construction-manager services agreement with Westline Construction for the Bountiful Branch Library renovation.
Lane Rose presented the item, describing the contract as the construction-manager engagement that will carry through design and bidding. "This is for the construction manager services for our new renovation project at the Bountiful Library with West Loom Construction," Rose said, and noted the final payable will be set later as a guaranteed maximum price after bids are received.
Commissioners praised the long planning process and staff work that led to the project moving forward; no commissioners raised objections. The contract term stated at the meeting begins Jan. 6, 2026, and runs through Dec. 31, 2027. Staff said the guaranteed maximum price will be presented for approval in a later step once bids are complete.
The board approved the agreement by voice vote. Staff indicated additional design and price details will be shared with the commission at a future meeting when the guaranteed maximum price is finalized.
