Summary

The Raeford City Council recorded unanimous or unanimous-consent approvals on several items at its Nov. 7 meeting. Key actions recorded in the minutes include:
- Resolution No. 2022-11 (Street Closing Order): Adopted to close approximately 850 feet of South Bethel Road between High School Street and College Drive and to quitclaim any public interest to abutting property owners; adoption recorded with five affirmative votes (Councilmen John Jordan, Robert L. - Resolution No. 2022-12: Closed the FEMA 2016 SAFER grant project and directed transfer of unexpended funds to the General Fund (ayes 5; noes 0).
- Resolution No. 2022-13: Declared specified real property surplus and authorized disposition in accordance with N.C. statutory procedures.
- Robbins Heights Rural Transformation Grant and Capital Project Ordinance: Accepted an $846,000 grant and adopted a capital project ordinance establishing a total appropriation of $868,933, including a $22,933 city match.
- "Hwy 401 12" Transmission Main Capital Project Ordinance: Adopted appropriations totaling $1,248,525 to be covered by restricted state funding.
- Budget and special revenue amendments: SR #24-2 and Budget Amendment #4 were adopted to reflect scope changes and grant activity.
- Resolution No. 2022-14: Exempted the South Main stormwater inlet design services from G.S. 143-64.31 (mini-Brooks exemption) and approved a contract with MBD Engineers; total project cost listed as $78,315.50.
- Resolution No. 2022-15: Approved the Raeford Local Water Supply Plan (Raeford WSRP dated Nov. 7, 2022) for submission to the NC Department of Environmental Quality.
All items listed above were adopted as part of the consent agenda or by recorded motions with no recorded dissent in the minutes. A called meeting to address personnel matters was scheduled for Nov. 15, 2022, and the council entered and exited an executive session on a personnel matter during the Nov. 7 meeting.
