Raeford council approves street closures for fall events, closes SCIF project and appoints Parks committee members

In a unanimous consent vote June 6 the Raeford City Council approved three street-closure ordinances for fall events and Hometown Christmas, closed SCIF Fund 27 reallocating $112,000 to the Gates Farm water/sewer project, approved budget amendments, appointed two Parks and Recreation advisory members and canceled the July meeting.
The Raeford City Council, by unanimous consent at its June 6 meeting, approved a package of routine but actionable items including three street-closure ordinances for upcoming fall events, the formal closure and reallocation of an abandoned State Capital Infrastructure Fund project, several budget and project amendments, and two advisory committee appointments.
As part of Consent Agenda Item V.2, Ordinance 2022-01 requests the North Carolina Department of Transportation to close N. Main Street from Harris Avenue to Donaldson Avenue and specified intersections for the North Carolina Fall Festival Parade on Oct. 13, 2022 from 4:00 p.m. to 7:00 p.m.; the ordinance describes detour routes. Ordinance 2022-02 requests a street closure for the Fall Festival vendor area on Oct. 15, 2022 (12:00 a.m. to 7:00 p.m.) with specified detour routing. Ordinance 2022-03 requests a closure for the "Hometown Christmas" event on Dec. 2, 2022 from 4:00 p.m. to 8:00 p.m.; a detour map is referenced in the ordinance.
Resolution 2022-08 formally closes the SCIF Fund 27 capital project for a police evidence storage facility that the city has abandoned. The resolution records the original project budget as $156,000 and directs transfer of $112,000 in unexpended SCIF funds to SCIF Fund 61 for the Gates Farm Water/Sewer Extension project, returns $44,000 to the General Fund and records $17.04 in interest. The resolution record in the minutes notes 'Ayes: 5, Noes: 0.' The related capital project ordinance CP #27-1 and CP #61-1 were included in the consent budget actions.
Council also approved Budget Amendment #12 and Special Revenue SR #26-1 to appropriate ARPA funds (first tranche $790,005) and other project-level adjustments described in the meeting packet. Under personnel and committee business the Council appointed Bethany Brown and Thomas Kilpatrick to the Parks and Recreation Advisory Committee to replace Howard McGregor and Tommy Williams; their terms run through Aug. 2, 2023. The Council approved canceling its July 2022 meeting because of the July 4 holiday and accepted monthly departmental and financial reports.
Deputy Fire Chief Terry Tapp was recognized for receiving the Order of the Long Leaf Pine; Mark Gentry, Assistant Chief of the Raeford Fire Department, offered public comment thanking the Mayor, Council and City Manager for budgeting funds for after-hours staffing, equipment and a new fire truck.
All consent items were approved on a single motion by Councilman Charles Allen, seconded by Councilman John Jordan, and carried unanimously.
