The City of Raeford accepted an $846,000 Rural Transformation Grant and adopted a capital project ordinance Nov. 7 for the Robbins Heights Community Revitalization Project, creating an $868,933 project budget including a $22,933 local match and line-item appropriations for land acquisition and construction.
The Raeford City Council voted Nov. 7 to accept an $846,000 Rural Transformation Grant from the North Carolina Department of Commerce for the Robbins Heights Community Revitalization Project and adopted a capital project ordinance establishing a total project budget of $868,933.
The ordinance allocates $240,000 for land acquisition, $564,557 for construction, $7,200 for engineering and $57,176 for contingency. The city committed $22,933 in local matching funds. Council authorized the City Manager to execute the grant agreement with the Department of Commerce and directed the finance officer to maintain project accounting and report quarterly to the council.
The Robbins Heights project was adopted as part of the consent agenda and received unanimous approval. The council also approved a Budget Ordinance Amendment to account for the city match and other grant activity, which increases transfers and restricted grant revenues to align with the project budget.
City Manager Dennis Baxley reported that Code Administrator Felecia Locklear is overseeing the Robbins Heights CDBG-NR program and has advanced program work. The minutes record no public opposition to the grant acceptance and ordinance adoption.
