Raeford council authorizes application for state funding for Hwy. 401 12-inch transmission main

The Raeford City Council on April 4 adopted Resolution #2022-05 authorizing the city to apply for State loan and/or grant assistance to study or construct the “Hwy. 401 12" Transmission Main Project.” Councilman John Jordan moved for adoption, Councilman Charles Allen seconded, and the motion carried unanimously.

The adopted resolution describes the project as consisting of approximately 1.1 miles of 12‑inch water main, 0.25 miles of 8‑inch water main and necessary appurtenances to transmit water to Hoke County. The resolution cites the Federal Clean Water Act Amendments of 1987 and the North Carolina Water Infrastructure Act of 2005 (codified at NCGS Chapter 159G) as the state and federal authorities that permit loans and grants to eligible local governments for drinking water distribution system projects.

The resolution directs that the city will arrange financing for remaining costs if a loan or grant is approved, adopt a schedule of fees and charges adequate to operate and maintain the system and repay debt, and allow the State Treasurer to withhold State funds if the city fails to make scheduled loan repayments. The resolution authorizes Mayor John K. McNeill III (and successors so titled) to execute and file an application and to provide documents and assurances requested by the State agency in connection with such application.

Council minutes show the motion was unanimously carried; the signed resolution and certification are on file with the city clerk.
