Raeford council approves consent agenda including parking lease, ARPA-funded pavement survey and budget amendments

The Raeford City Council unanimously approved a multi-item consent agenda at its April 4, 2022 meeting, authorizing a lease for parking, contracts and budget amendments that officials said will support routine operations and near-term projects.
Councilman Wayne Willis moved to approve the consent agenda and Councilwoman Mary Neil King seconded; the motion carried unanimously. The council approved a lease with Lea Tyndall Real Estate, LLC, authorizing the city to lease a 0.12-acre parcel adjacent to the Raeford Civic Center to provide additional parking for a veterinary clinic at 210 Laurinburg Road (Resolution #2022-03). The resolution states the city does not expect to need that parcel in the next 10 years and authorizes the mayor to execute the lease on substantially the same terms as the attached draft.
Also approved was an agreement with WithersRavenel to perform a pavement condition survey, to serve as the basis for planning future paving and asphalt repair projects. The council authorized the manager to execute the contract; the cost of services is $35,000, to be funded by supplanting General Fund allocations with ARPA funds, according to meeting materials.
The council adopted Resolution #2022-04 formally closing the CARES Act – Coronavirus Relief Fund special revenue project, which the minutes state has no remaining balance and was funded by grant funds.
On budget items, Council adopted Budget Ordinance Amendment #9 (Fiscal Year 2021–22), appropriating $245,250 from fund balance to increase General Fund appropriations, including $56,500 for fire radios, $40,000 for professional services and $148,750 for capital equipment; the amendment states the changes are offset by supplanting using ARPA funds. The council also adopted Budget Ordinance Amendment #10 for the Water/Sewer Fund, increasing appropriations by $70,905 (M&R – Equipment $52,905; Non-Capital Assets $18,000) funded by an interfund transfer.
The council recommended that Hoke County appoint Roosevelt McPherson to fill an extraterritorial jurisdiction seat on the Raeford Planning Board and reappointed members to the Downtown Revitalization Commission for three-year terms through May 5, 2025. Council members also voted to revoke a previously imposed zoning moratorium; the manager said informational sessions will be held with the Planning Board and Board of Adjustment prior to their meetings. Monthly departmental revenue and expenditure reports were received as submitted.
