Raeford honors two detectives for life‑saving response; council reclassifies patrol officer to Sergeant with animal control duties

Mayor John K. McNeill, III presented a proclamation Aug. 1 recognizing Detective William Tart and Detective Greg McNeil of the Raeford Police Department for “exhibiting exemplary conduct, quick response and professionalism” in saving the life of a Raeford citizen on June 15, 2022. Council applauded and the proclamation will be placed in the officers’ personnel files.
Later in the meeting the council unanimously approved the City Manager’s recommendation to reclassify an existing patrol officer to Sergeant; the new Sergeant position will also include Animal Control duties. City Manager Dennis Baxley and Police Chief Marc Godwin were present for the discussion; the reclassification does not add to the total number of police department personnel and was approved on a motion by Councilman Charles Allen with a second from Councilman John Jordan.
Why it matters: The proclamation publicly recognizes first responders for a life‑saving incident. The personnel reclassification shifts duties internally to assign animal control responsibilities while maintaining current headcount.
