Raeford council approves consent agenda, adopts Budget Amendment #3 and authorizes surplus disposal and property sale

At its Oct. 3 meeting the Raeford City Council unanimously approved a consent agenda covering routine minutes, tax releases and additions, several administrative actions and a budget amendment.
Councilwoman Mary Neil King moved to approve Consent Agenda Items VI.1–VI.10; Councilman John Jordan seconded the motion and it carried unanimously. Items approved included: regular and special meeting minutes; tax releases and additions (total additions listed in minutes as $61,230.18); Budget Amendment #3 for fiscal year 2022–2023 that increases General Fund appropriations by $61,200 (including $2,000 for information technology, $57,100 for professional services) and increases Water/Sewer Fund appropriations by $101,000 (including $100,000 for maintenance & repair equipment) with corresponding revenue adjustments; a lease agreement with IMS, Inc. at $89 per month with a buyout option of $1,498.44; and Resolution No. 2022-09 declaring certain personal property surplus (including a 2021 Ditch Witch Hammer Head, VIN 159039) to be scrapped.
The council also accepted a bid from Elbert and Rita Lee to purchase approximately 0.29 acres of surplus property on Acorn Lane (PIN 694240501027) for $5,200; the purchasers will be responsible for surveys, title work, deed transfers and attorney fees, and posted the required bid deposit of $520. Monthly departmental reports and financial statements were also approved as submitted.
