At its Aug. 1 meeting, the Raeford City Council unanimously approved the consent agenda items V.1 through V.9, adopting an ordinance, a budget amendment and several administrative measures.
The council adopted Ordinance #2022‑04 to close Main Street for the Downtown Raeford Business Association concert series scheduled Friday, Oct. 7, 2022. The council also approved Budget Amendment #1 for fiscal year 2022‑2023, which increases General Fund appropriations by $290,944 to cover encumbered expenditures and adjusts Water/Sewer Fund appropriations by $55,240; the ordinance text in the packet lists account‑level changes for capital, equipment and fund balance to reflect the amendments.
Other consent items included cancelling the Sept. 5 council meeting in observance of Labor Day, adopting a new IRS mileage rate of 62.5¢ per mile for July–Dec. 2022, and accepting monthly departmental and financial reports. Councilman John Jordan moved approval and Councilman Wayne Willis seconded; the motion carried unanimously.
Why it matters: The budget amendment reallocates carryover and retained earnings to fund specific capital and equipment needs for the fiscal year and authorizes a temporary street closure for a downtown event. The minutes record account‑level increases and the total change to estimated revenues and appropriations.
