Raeford council approves consent agenda including Turnpike Road water/sewer contract and budget amendment

The council accepted the lowest, responsive proposal for the town’s FY2022 audit and awarded a contract to S. Preston Douglas & Associates, LLP for $23,240. The council also appointed Judy Pittman to fill a vacancy on the Board of Adjustments, with a term expiring Nov. 2, 2024.
For infrastructure, MBD Consulting Engineers recommended awarding the Turnpike Road Water and Sewer Extensions, Phase 2 construction contract to Frank Horne Construction, Inc. in the amount of $189,474. The project scope includes approximately 495 linear feet of 8‑inch PVC gravity sewer and 1,100 linear feet of 6‑inch PVC water main along Turnpike Road; the total project budget was listed at $206,948 and is to be funded through the North Carolina State Infrastructure Fund grant identified in the record.
The council also adopted Budget Ordinance Amendment #11 to amend FY2021‑22 appropriations. The amendment lists General Fund line‑item increases totaling $46,512 and Water/Sewer Fund increases of $11,500 to be funded by ad valorem interest, sale of assets and insurance proceeds as specified in the ordinance text.
Councilman John Jordan moved to approve the consent agenda; the motion was seconded by Councilman Charles Allen and recorded as unanimously carried.
