Raeford council denies Stout Land Development rezoning request for Gable Drive

The request, tabled at the council’s Aug. 1 meeting, returned to the council as a legislative matter requiring a formal vote. City Attorney Regina Sutherland reminded members that the council’s decision would be an approval or denial under zoning law.
Council members focused their remarks on lot dimensions and how the proposed smaller lots would fit into the surrounding neighborhood. "The width of the lots is not ideal," Mayor Pro Tem Wayne Willis said, adding he believed affordable housing could still be provided on larger‑zoned lots by building smaller homes. Councilwoman Mary Neil King said she had compared nearby lots and agreed the proposed widths were problematic.
Councilwoman King moved to deny the rezoning as submitted; Councilman Charles Allen seconded. The motion was approved unanimously.
Developer Ben Stout of Stout Land Development thanked the council for considering the request but did not indicate whether he would submit a revised plan.
Because the council treated the item as a legislative zoning decision, any future application would require a new filing and council consideration.
