Raeford council rezones 496 Turnpike Road to allow a manufactured home

The Raeford City Council on Aug. 1 unanimously approved a rezoning request from John Kemp Jr. and Suzanne Kemp to allow placement of a double‑wide manufactured home on a 2.69‑acre parcel at 496 Turnpike Road.
Code Administrator Felecia Locklear told council members the applicants seek to change the parcel’s zoning from R‑6 (Residential 6,000) to RMH (Residential Manufactured Home) so the dwelling can be used as their primary home on family land. Locklear said the Planning Board met July 25 and unanimously recommended approval.
Councilwoman Mary Neil King made the motion to approve the rezoning and Councilman Wayne Willis seconded; the motion was unanimously carried. The council directed that a copy of the approval be filed with the applicant’s record and the zoning change recorded as appropriate.
Why it matters: The rezoning permits placement of a manufactured home on an existing family parcel under the RMH classification, a change the applicants said was intended to keep the home on family land while meeting the city’s zoning procedures.
