Raeford council approves capital project ordinances for police evidence storage and Gates Farm utilities; passes related budget amendments

As part of its consent agenda on March 7, the Raeford City Council adopted two capital project ordinances and approved two budget amendments to fund project needs.
The Police Evidence Storage capital project ordinance establishes a $156,000 budget for engineering ($6,000), construction ($138,000) and contingency ($12,000). The ordinance directs the Finance Officer to maintain detailed accounting records for the SCIF grant and requires the Budget Officer to report the project’s financial status quarterly; the project ordinance expires on June 30, 2023 or when SCIF funds are expended.
Council also adopted the Gates Farm Subdivision Utility Extension enterprise capital project ordinance with total budgeted resources of $156,000, listing a SCIF grant of $138,000 and a General Fund transfer of $44,000 to finance the project. The Gates Farm ordinance contains the same reporting and expiration provisions as the other SCIF-funded capital project.
Budget Ordinance Amendment #7 increases the Finance Department service-contract line by $6,500 to comply with new Governmental Accounting Standards Board requirements. Amendment #8 appropriates $64,000 from fund balance—$44,000 for the SCIF transfer and $20,000 for volunteer salaries—offset by savings from using ARPA funds to supplant salaries.
All items were approved by unanimous consent as part of the consent agenda.
