Raeford council forms ARPA committee and pauses rezoning hearings pending zoning-map review

At its Feb. 7 meeting, the Raeford City Council agreed to form a committee to study uses for American Rescue Plan Act (ARPA) funds and to return a recommendation at the council’s March 7 meeting.
City Manager Dennis Baxley proposed the committee, and council members named to the panel include Councilwoman Mary Neil King, Councilman Robert L. Conoly and Mayor John K. McNeill III; Finance Officer Scott Edwards and City Manager Baxley will serve as staff. The committee is to report back with recommendations at the March 7, 2022 council meeting.
Separately, the council voted unanimously to suspend all rezoning and special-use hearings until the city's zoning map has been reviewed. Councilwoman Mary Neil King made the motion to suspend hearings; Councilman Charles Allen seconded. The suspension is a procedural step the council said is intended to ensure future rezonings are considered in light of an updated zoning map.
