Raeford council approves four rezonings to permit manufactured homes and a used-car lot

The Raeford City Council unanimously approved four rezoning requests at its Feb. 7 meeting, clearing the way for three manufactured homes and one used-car sales lot.
Code Enforcement Officer Felecia Locklear presented staff reviews for each petition, reporting that the parcels met dimensional standards and that the Planning Board, which met Jan. 31, recommended approval in each case. No objections were recorded at the hearings.
For Turnpike Road, Krystyn K. Danet and Janette Danet requested rezoning of PIN# 694240501006 (about 0.46 acres) from R-8 (Residential 8,000) to RMH (Residential Manufactured Home). Councilwoman Mary Neil King moved to approve the rezoning; the motion was seconded by Councilman John Jordan and carried unanimously.
William D. Lewis and Sarah Douglas-Langhorne sought rezoning of PIN# 694351801035 (about 0.34 acres at 1227 Stevens St.) from R-6 to RMH to replace a burned-out single-family structure with a manufactured home. The council approved that rezoning after Locklear summarized staff findings that the lot (about 14,810 square feet) met requirements.
Patricia McPhatter’s request to rezone PIN# 694351301139 (approx. 0.22 acres at St. James St. and Cockman Hill Rd.) from R-6 to RMH also won approval. Locklear noted the lot has narrow width as a corner lot but sufficient depth and overall square footage to meet the ordinance minimums.
Finally, Willie Moore’s petition to rezone PIN# 694240801012 (approx. 0.8 acres at the southwest corner of W. Prospect Ave. and College Dr.) from NB (Neighborhood Business) to HC (Highway Commercial) to permit used-car sales was approved; Locklear told the council the parcel meets the minimum 30,000-square-foot requirement for the stated commercial use and the Planning Board recommended approval.
Each rezoning was approved following a formal public hearing and a motion on the floor; the minutes record each motion as unanimously carried. The council did not record any public opposition at the hearings.
The decisions follow staff recommendations and Planning Board endorsement; several approvals reference consistency with the City of Raeford’s Unified Development Ordinance and 2030 Land Use Plan.
The council later voted to suspend all rezoning and special-use hearings until the city's zoning map is reviewed, a procedural pause council members said would permit a comprehensive map review before further land-use decisions.
