Superintendent outlines harassment response, turf-field fundraising and bond refinancing that could save about $1.5 million

Superintendent Matt Galley briefed the board Thursday on the district’s response to concerns about discriminatory harassment and highlighted facilities and finance items for the district.
On equity and safety, Galley said the district sent a community message to raise awareness of reported hateful or divisive language, surveyed students and staff about perceived frequency and knowledge of such language, engaged with Anti-Defamation League resources for education and response, and plans further communication at district and building levels.
On facilities funding, Galley said the turf field project team is working with the Whatcom Community Foundation to line up additional funding needed to accept a grant; a meeting with the foundation is scheduled for Jan. 9 to advance that effort.
On district debt service, Cory Plager from DA Davidson presented a bond refinancing analysis and timeline. Plager said that, based on current rates, the district could initiate a refinancing of its 2014 bonds that is "estimated to save district taxpayers approximately $1.5 million, or 8.65%." The board authorized Superintendent Galley to begin the refinancing process.
The board also approved Resolution No. 4, a Transportation Vehicle Fund budget extension, and approved payroll and vouchers across multiple funds during the meeting; check ranges and totals are documented in the minutes.
