Nooksack Valley board raises procurement bid threshold; approves two governance policies

The Nooksack Valley School Board on Nov. 20, 2025, adopted an update to Policy 6220 (Bid Requirements) that raises the threshold for competitive bidding from $250,000 to $350,000.
Superintendent Matt Galley presented the change and recommended waiving the first read and moving to approval; the motion to adopt the updated policy was offered by Director Halli Kimball and seconded by Director Tanya Silves. The board recorded a unanimous 5-0 vote.
At the same meeting the board waived the first read and approved Policy 1111 (Oath of Office) and approved new Policy 1315 (Roles and Responsibilities of the Board and Superintendent). Superintendent Galley also recommended a full first read of Policy 2020 (Course Design, Selection and Adoption of Instructional Materials); Galley said the policy text had few substantive changes but that procedures related to the policy would be discussed at the December meeting.
All policy votes were unanimous (5-0). The Policy 6220 change will alter the district's competitive-bid threshold and could affect when projects require formal bidding; staff indicated procedural details on Policy 2020 will be returned for further consideration in December.
