Milan City Council approves contracts and equipment purchases; DTE agreement passes 5–2

The Milan City Council approved five items at its Sept. 19 meeting, including two service agreements, a capital equipment purchase and an employment contract; a DTE acquisition agreement was the only item decided on a split vote.

The council approved an agreement with Milan Seniors for Healthy Living, retroactive to July 1, 2023, through June 30, 2024. Councilperson Shannon Dare Wayne moved to approve the agreement; Mayor Pro-Tem Mary Kerkes seconded, and the motion carried unanimously.

Councilmembers voted unanimously to authorize a capital purchase of lawn and snow management equipment not to exceed $53,000. Councilmember Dave Baldwin moved the purchase and Councilmember Kofflin seconded.

The council approved a contract with ActiveNet not to exceed $16,000 for city services; the motion was moved by Councilmember Dave Baldwin and seconded by Councilmember Jesse Nie and passed unanimously.

On the DTE acquisition agreement, which carries a capital investment cap of $223,000, Councilmember Jesse Nie moved to approve and Mayor Pro-Tem Mary Kerkes seconded. The motion passed by a 5–2 vote (the minutes record the tally but do not specify individual yes/no votes).

The council also approved an employment agreement between the City of Milan and Hanna J. Massouh; Councilmember Thompson moved approval, Councilmember Dave Baldwin seconded, and the motion carried unanimously.

The council then approved bills payable and payroll totaling $239,422.41. Mayor Pro-Tem Mary Kerkes moved to pay the bills; Councilmember Dave Baldwin seconded and the motion carried unanimously.
