City to seek intergovernmental agreement with DDA to curb vehicle storage in downtown parking decks

Economic Development Director Chris McGahee briefed the Mayor and Council that the Duluth Downtown Development Authority operates the hotel parking deck accessed from Ridgeway Road and an unenclosed portion of the Hill Street deck and that ongoing vehicle storage in DDA-managed spaces has created enforcement challenges.
McGahee proposed an intergovernmental agreement (IGA) allowing City enforcement of parking rules in the DDA-operated spaces to discourage vehicle storage. The council authorized staff to place the proposed IGA on the next consent agenda for formal consideration.
At the work session the council did not adopt the IGA; the action recorded was authorization to place the agreement on the April 13 consent agenda for formal approval and implementation details.
