The Oneida County Land Records Committee opened sealed bids and awarded a tax-foreclosed parcel to the highest bidder at its March 10 meeting in Rhinelander. The committee accepted a $15,673 bid from Timothy Borgwardt of Peakland, INC for parcel PL-478-7 and voted to forward a conveyance resolution to the County Board for its March 17 meeting.
Sara Chiamulera of the Land Information Office reviewed the sealed-bid process and the six on-time offers. The second-place bidder listed was Robert Briggs at $12,501; other on-time bidders included John Shaltis ($10,150), James Schmitz and Heidi A. Schafhauser-Schmitz ($9,100), and Timothy R. Canfield ($9,043). Chiamulera told the committee a separate bid for CA-48-2 was rejected because that parcel was not listed for sale.
Committee members moved, without recorded dissents other than a single abstention on a procedural deposit motion, to accept the high bid for PL-478-7 and to deposit the first- and second-place bid guarantees per the county's bid procedures. The committee recorded an abstention by Chair Robert Briggs on the deposit-motion step; the remaining members voted yes and instructed staff to proceed with the land-sale process.
The committee also discussed other tax-delinquent properties. Chiamulera reported that on parcel RH-1327 (209 E. Frederick St., City of Rhinelander) removal of personal property will occur March 23, 2026; the Sheriff's Department will secure the premises, property will be stored for 30 days, and county staff are lining up disposal options. Chiamulera said quotes have been obtained for a Registered Land Surveyor to prepare a Certified Survey Map and that a residential appraisal is in progress.
Members discussed offering unsold parcels, including RH-57, as an open-ended sale on the county website; the committee directed the Land Information Office to investigate that option. The Town of Woodboro expressed interest in a piece of county-owned property (WB-603-2 along USH 8). The committee approved a motion to obtain two separate appraisals for WB-603-2one for the portion north of USH 8 that the town is interested in, and a second appraisal for the remainder south of USH 8.
The committee forwarded the conveyance resolution for PL-478-7 to the County Board for its March 17 meeting and instructed staff to continue the sale procedures.
