Sullivan County Commissioners approve contract amendment, donations, hires and routine business

The Sullivan County Commissioners on Feb. 24 unanimously approved a slate of routine business measures, including a contract amendment, program agreements, donations from Act 13-Legacy Funds, park use permits, personnel acknowledgments and payment of invoices totaling $130,346.09.
The board approved an amendment to the existing professional and administrative services agreement with SEDA-Council of Governments (originally entered Nov. 7, 2023) to add environmental review services and Davis-Bacon/prevailing wage enforcement. The amendment increases the total contract by $7,900 for a cost of up to $51,000.
Commissioners approved agreements between the Bradford/Sullivan Counties Early Intervention Program and Paisha Smith and Ray of Sunshine Developmental Services, LLC, covering Jan. 1, 2026 through June 30, 2027. The board also approved donations from Act 13-Legacy Funds of $6,250 to Sullivan County AYSO and $6,500 to Sullivan County Little League for the 2026 season; Chair Scott Myers noted Act 13 legacy funds are restricted to recreational uses such as greenways, trails and youth sports.
Park use requests were approved for an Eagles Mere Friends of the Arts musical performance on July 7, 2026, and three events proposed by the Laporte Volunteer Fire Company: May 9 (Gun Bash), July 5 (Carpenter’s Cruise), and July 18–Aug. 8 (Fireman’s Carnival).
Personnel items recorded included the acknowledgment of the hiring of Krystle Kowalczyk as part-time Director of Probation Services effective Jan. 9, 2026 (part-time, no benefits), and the resignation of Kelly Johnson as Administrative Clerk III in the Magisterial District Judge’s office, effective March 13, 2026. The board also approved travel and conference requests for Emergency Services ($435 total), Domestic Relations ($341), and Assessment ($249).
With no additional business, the board adjourned at 10:19 a.m.
