Waupaca County board approves first ARPA allocations, budget transfers and zoning change

Waupaca County Board of Supervisors — At its Aug. 16, 2022 meeting, the Waupaca County Board of Supervisors approved a cluster of fiscal actions that allocate federal COVID-relief funds and reassign local budget transfers, alongside routine land-use and appointment votes.
The board adopted Resolution No. 19, the county's first allocation of American Rescue Plan Act (ARPA) funds. The county reported receipt of $9,904,210 in ARPA monies and authorized $4,254,600 in initial expenditures; the board noted $5,649,610 remained for future allocation. The Finance Director was authorized to transfer $800,000 of ARPA funds to the Capital Improvement Fund and $3,454,600 to the Transportation Services Fund. Supervisor Zaug moved the adoption; Supervisor Miller seconded. An amendment to remove a section, moved by Supervisor Bosquez and seconded by Supervisor Hardy, failed 1-24. The original resolution then passed 25-0.
The board then approved Resolution No. 20, a 2022 budget amendment that reallocates General Fund transfers to the Economic Development Fund to cover projects listed on the resolution's Appendix A. Supervisor Much moved the resolution and Supervisor Miller seconded; the motion carried 25-0. The action directs the Finance Director to transfer $4,254,600 from the General Fund to the Economic Development Fund.
Separately, the board adopted Resolution No. 17 to accept a $1,100 donation from Community Foundations of Central Wisconsin (recorded in the resolution as from Bank First) for the Waupaca County Sheriff's Office Dive Team. The donation will be placed in a donation-restricted account. Supervisor Golding moved and Supervisor Bosquez seconded the adoption; the motion carried 25-0.
On land use, the county approved Ordinance Z-013-2022, a petition by Lee G. and Jennifer A. Werth to rezone roughly two acres in the Town of Union from Agriculture Retention (AR) to Rural Residential Overlay (RR-O). The Planning & Zoning Committee recommended granting the petition after noting the Town of Union's approval and consistency with the town comprehensive plan. The ordinance was approved 25-0 and becomes effective once filed with the county clerk or 40 days after adoption unless a disapproving town resolution is filed within 10 days.
The board also confirmed an appointment to the Committee on Aging. Supervisor Jaeger moved and Supervisor Murphy seconded the appointment of Tammy StreyHirt; the motion carried 22-0 with one abstention (two supervisors had dismissed themselves prior to the vote). The board placed routine correspondence on file and changed the September county board meeting date to Sept. 27 due to the Wisconsin Counties Association annual conference. Chair Dick Koeppen adjourned the meeting at 11:23 a.m.
Why it matters: The ARPA allocation and the corresponding budget transfers set the county's initial spending priorities for federal COVID-relief funding and shift local resources toward capital, transportation and economic development projects that the finance committee flagged as time-sensitive or ready to implement.
