Waupaca County board approves package of resolutions, zoning/code amendments and budget transfers

Waupaca County supervisors on May 17, 2022, adopted a slate of resolutions, ordinances and budget amendments addressing public safety donations, park accessibility, capital equipment and wide-ranging code and zoning changes.
Key actions the board adopted (most carried unanimously unless noted):
- Resolution No. 5 (Donation Acceptance): The board accepted $7,501 in donations for Sheriff’s Office units — $1,500 from Community Country Dinner Show for the K9 unit, $5,001 from Waupaca Foundry, Inc., and $1,000 from Central Wisconsin Electric Co-op Trust for the Dive Team. The funds will be placed in a donation-restricted account.
- Resolution No. 7 (Big Falls accessible canoe/kayak dock): The board authorized Waupaca County to apply for a Wisconsin DNR cost-share grant to construct an accessible canoe/kayak launch at Big Falls Park and empowered the Parks and Solid Waste Director to execute grant documents, reports and reimbursement requests.
- Resolution No. 8 (Contingency transfer — morgue equipment): The board approved a $16,800 transfer from the contingency fund to the Medical Examiner capital outlay line to purchase a four-body extra-large cooler, a heavy-duty powered crematory lift, heavy-duty body boards and a multi-level mortuary cot to support evidence-holding capacity.
- Resolution No. 9 (Loader replacement — budget amendment): The board authorized a $200,000 amendment using Capital Projects Fund Balance to purchase a new loader for the Solid Waste Process Transfer Facility due to high maintenance costs of the 2018 Bobcat V723.
- Zoning and code changes: The county approved a set of amendments and ordinances including (a) a map amendment in the Town of Little Wolf (AE to RR-O, Petition Z-007-2022), (b) repeal and recreate of Chapter 16 (Purchasing Ordinance), (c) amendments to Chapter 32 (Shoreland Protection) — passed 25-0 with one abstention, (d) broad Chapter 34 (Zoning) updates covering density, conditional uses (including rules for large solar energy systems and tow/impoundment yards), temporary recreational vehicle occupancy rules, setback and variance procedures, and enforcement language, (e) addition to Chapter 37 (Subdivision) prohibiting lot combinations across township lines, and (f) an amendment to Chapter 53 (Building Regulations) requiring permits for fireplace and stove installations (passed 24-2).
Appointment and administrative items: The board appointed Supervisor Kevin Will as the representing member for the City of Waupaca TIF District (25-0 with one abstention). Clerk Kristy Opperman placed correspondence on file, including the WCEDC monthly report and a Certificate of Excellence for the Child Support Department for FY2021. Chair Dick Koeppen and Vice Chair David Morack delivered brief remarks; the meeting adjourned at 10:12 a.m.
