Waupaca County board adopts veterans resolution, accepts donations, approves zoning changes and $61,000 space‑needs study

The Waupaca County Board of Supervisors conducted routine business Sept. 27, adopting a ceremonial veterans resolution, accepting donations for sheriff programs, approving zoning map amendments for three towns and awarding a $61,000 contract for a space-needs study.
Resolution No. 21, designating Waupaca County as a Green Light for Veterans County from October through Veterans Day, passed 25-0 after being recommended by the Finance Committee; the resolution asks citizens to display a green light and directs the county clerk to forward copies to the governor and county associations. Resolution No. 22 accepted a $1,000 donation from 3D Auto Repair to support the Sheriff’s Office K9 Unit (25-0). Resolution No. 25 accepted a $2,000 donation from the Wisconsin Public Service Foundation to support the Sheriff’s Dive Team (25-0).
The board approved three zoning map amendments recommended by the Planning & Zoning Committee: Petition Z-014-2022 (Town of Farmington), rezoning about 0.93 acres from RC-N to Hamlet; Petition Z-015-2022 (Town of Bear Creek), rezoning about two acres from Agriculture Enterprise to Rural Residential-Overlay; and Petition Z-016-2022 (Town of Lebanon), rezoning about six acres from Agriculture Retention to Rural Residential-Overlay. Each ordinance passed 25-0 and the committee record notes town approval and consistency with the respective comprehensive plans.
The board also approved a contract award to Dimension IV-Madison for a Space Needs Study at $61,000 (motion by Supervisor Jaeger, seconded by Supervisor D. Johnson; vote 25-0).
Appointments included Bill Abba as second alternate to the Board of Adjustment and Lois Bressette to the Solid Waste Committee (motions recorded after Supervisor Federwitz left the meeting; votes recorded 24-0). Chair Dick Koeppen and Vice Chair Dave Morack presented reports; informational presentations included a Compensation Market Study presented by Amanda Welch (prepared by Patrick Glynn of Carlson Dettmann Consulting) and updates on Parks & Recreation and Solid Waste & Recycling presented by John Francis and Ann Casamassa.
The meeting concluded with routine correspondence filed and adjournment at 10:41 a.m.
