Waupaca County asks state for $5 million annual boost to child support funding

Waupaca County supervisors voted 24-0 on Feb. 21 to ask the State of Wisconsin for a $5 million increase in general purpose revenue appropriations per fiscal year for county child support agencies in the 2023-25 budget.
Resolution No. 37 (2022-2023), moved by Supervisor Murphy and seconded by Supervisor Zaug, states county child support programs serve about 347,000 children statewide and collected roughly $906 million in 2021. The resolution argues additional state funding is needed because county agency costs have risen, caseloads per worker are high, and a 2019 federal interpretation change reduced certain recovery matching funds by $4.2 million.
The document notes that each $1 of state investment typically generates about $2 in federal matching funds and that the program collects an average of $6.43 in support for every dollar invested. The board asked the county clerk to forward the resolution to the governor, state legislators representing Waupaca County, the Department of Administration and the Wisconsin Counties Association for consideration. The motion carried unanimously.
