Waupaca County board adopts multiple comprehensive-plan and zoning amendments

The Waupaca County Board of Supervisors on Dec. 20 adopted an ordinance amending the county’s Comprehensive Plan Map and approved three township-origin zoning amendments that change land-use classifications and remove parcels from the county’s Farmland Preservation Overlay. The board approved the measures unanimously.
The board passed Resolution No. 28 (2022–2023) to amend the Comprehensive Plan Map under Wisconsin Statutes §66.1001. The amendments include PLUM-008-2022 (Town of Matteson), which removes roughly 0.13 acre along Kluth Road from the Farmland Preservation Overlay and reclassifies it from Agriculture to Residential; PLUM-009-2022 (Town of Lebanon), which removes about 1.47 acres along Worm Road from the overlay and reclassifies it from Agriculture to Residential; and PLUM-010-2022 (Town of Lind), which removes approximately 25 acres from the Farmland Preservation Overlay. The Planning & Zoning Committee recommended the amendments after public hearings and review by the originating townships.
Separately, the board enacted three formal zoning ordinances tied to those and related petitions. Petition Z‑021‑2022 (Ryon R. & Jodie L. Kautz) rezoned approximately 0.13 acre in the SE¼ of the SE¼ of Section 30 in the Town of Matteson from Agriculture Retention (AR) to Rural Residential (RR). Petition Z‑022‑2022 (Jerrold D. & Thomas E. Bleck) rezoned about 1.47 acres in Section 27 in the Town of Lebanon from AR to RR. Petition Z‑023‑2022 (Dean & Kara Muthig) rezoned about 10.15 acres in Section 31 in the Town of Matteson from RR to AR. Each petition was the subject of a public hearing; township boards had approved the requests and the Planning & Zoning Committee recommended granting them.
The ordinances take effect under the county’s certification rules: an ordinance becomes effective in the originating town when a certified copy of the town board’s approving resolution is filed with the County Clerk, or 40 days after county adoption unless the town files a certified resolution disapproving the amendment within 10 days.
The board’s actions were unanimous on these items. Chair Dick Koeppen presided; Planning & Zoning Committee chair James Nygaard was listed as the committee signatory on the zoning recommendations. County Clerk Kristy K. Opperman certified adoption.
