Fulton County approves $230,699.51 state grant for 911 systems and hires per-diem dispatcher

Fulton County commissioners voted Dec. 30, 2025, to accept a State Interconnectivity Grant totaling $230,699.51 to support multiple emergency communications projects and maintenance efforts.
EMA/911 Director Brian Barton, joined by HR Administrator Mary Huston, presented the grant to commissioners. Commissioner Steven L. Wible moved to approve and execute the grant agreement; commissioners voted unanimously. The minutes list the grant's intended uses as SouthCentral Mountain CAD maintenance, SouthCentral Mountain CHE maintenance, SouthCentral Mountain ESInet maintenance, Fulton NG911 GIS maintenance, a SouthCentral Mountain battery upgrade, and Fulton ILEC maintenance.
Separately, commissioners approved personnel actions related to 911 operations. Commissioner Hervey P. Hann moved to hire Troy Wagaman as a Per Diem 911 Dispatcher, effective pending required background clearances; the board approved the hire unanimously. A brief Salary Board meeting at 9:48 a.m. set the salary for the new per-diem dispatcher.
The county also approved Planning Commission meeting dates for FY2026 as presented by Justin Evans and agreed to retain Keller Engineer, Inc. for 2026 with formal appointment planned at the Jan. 6 reorganizational meeting. The minutes do not include contract dollar amounts for the Keller Engineer retention, nor detailed procurement terms for the 911 projects.
