Fulton County approves BFJRA charter changes, authorizes police appointments and names new member

Commissioners approved two amendments to the Bedford Fulton Joint Recreational Authority's articles to expand its board and allow the authority to appoint police officers, and appointed Craig Cutchall to a one-year term on the authority.
Representatives of the Bedford Fulton Joint Recreational Authority told the Fulton County commissioners on Dec. 30, 2025, that the authority sought two amendments to its articles of incorporation.
Commissioner Steven L. Wible moved to approve Resolution 9 of 2025, which amends the authority's articles to increase the number of board members; the motion passed unanimously. Commissioner Wible then moved to approve Resolution 10 of 2025, which amends the articles to authorize the Bedford Fulton Joint Recreational Authority to appoint police officers who would have the same property-related rights as other Commonwealth police officers; that motion also passed unanimously.
Following those approvals, Commissioner Wible moved to appoint Craig Cutchall to a one-year term on the authority, with the appointment expiring Jan. 3, 2027. The board approved the appointment unanimously.
The resolutions authorize the authority and its officers to execute and file appropriate articles of amendment; the county minutes record the motions and unanimous approval but do not include additional debate, cost estimates, or implementation details.
