Fulton County commissioners approve $335,634.88 in payables, accept domestic relations director's retirement

Fulton County commissioners on March 3 approved routine financial and personnel items, including $335,634.88 in accounts payable and $132,711.81 in payroll, accepted a retirement notice from Domestic Relations Director Tina Gress and authorized a Krivak Trust payment of up to $35,000.
Commissioner Randy H. Bunch called the meeting to order at the Commissioners' Office in McConnellsburg and the board voted unanimously to approve the February 24, 2026 minutes. "Motion by Commissioner Wible to approve the February 24, 2026 Commissioners' Minutes," the minutes record. The board then approved accounts payable dated March 3, 2026, with a fund-by-fund breakdown showing $291,026.05 from the General Fund and smaller amounts for Liquid Fuels, 911, Hazmat and other funds.
Commissioner Hervey P. Hann moved to approve payroll dated March 6, 2026, for $132,711.81; that motion also passed on a unanimous vote. The board approved a travel request allowing Chief Probation Officer Dan Miller to attend the Annual CJAB Conference April 20–22, 2026, after Commissioner Bunch moved to approve the request.
Domestic Relations Director Tina Gress presented a letter of retirement stating her 25 years of service; Commissioner Bunch moved to "regretfully accept a Letter of Retirement from Domestic Relations Director Tina Gress, effective July 11, 2026," and the board voted in favor.
The commissioners approved a lease from DBB (Doing Better Business) for a printer for MDJ Heming's office with a total contract price of $3,647.00 and approved a Plan Asset invoice from Conrad Siegel for $3,844.25 to be paid from plan assets. The board also authorized a CDBG Delegation of Signing Authority form for HR Administrator Mary Huston and Commissioners Wible and Bunch to sign invoices submitted to SEDA Cog.
A burial expense application for veteran Gary Allen Myers was approved; the minutes note Myers served in the Air Force during the "War on Terror," specifically Desert Shield/Desert Storm. Commissioner Bunch moved to approve the application and the motion carried.
HR Administrator Mary Huston, with Franklin/Fulton County Court Administrator Rebekah Reigner participating via Zoom, presented hiring recommendations. Commissioner Bunch moved to hire Laurel Griest as Office Deputy I for the Prothonotary's Office effective March 4, 2026; a brief Salary Board convened at 10:41 a.m. to set the new hire's salary and separate minutes are on file.
County Auditors Penny Kipp, Rebecca Kendall and Holly Falkosky reviewed the county audit with the board. The minutes record three separate executive sessions for personnel matters during the meeting: 10:15–10:29 a.m., 10:48–11:45 a.m., and 12:25–12:37 p.m.
Human Services Director Julie Dovey presented a Krivak Trust application; Commissioner Hann moved to approve the request up to a maximum of $35,000.00. The minutes state the applicant information is confidential under HIPAA. Later in the afternoon Building and Maintenance Director Brad Seville provided updates on Phase II renovations for the county's newly purchased building on Lincoln Way West in McConnellsburg.
The meeting adjourned at 1:03 p.m. The minutes record that all motions listed were approved unanimously unless otherwise noted.
