Finance committee hears wrap-up of GRPS 2016 and 2019 bond programs; staff flags IRS limits on bond investment earnings

Staff shared a year-end report on the district's 2016 and 2019 bond programs, describing how proceeds and braided funds funded renovation and new-construction projects across the district and noting compliance issues the district continues to monitor.
“Original bond issue, we received about $174,500,000 in it for the actual bond issuance,” a staff member said while reporting bond program totals and how funds were used. The presenter further noted that, when bond proceeds are held prior to spending, the district invests those funds and that “the largest item is the interest income, the $6,900,000,” but that tax-exempt bond rules restrict how much investment income can be retained and could require a payment to the IRS if earnings exceed allowable amounts.
Staff described braided funding in some projects (restricted donations and sinking funds used alongside bond proceeds), reimbursements from insurance claim proceeds and proceeds from sales of district property (the West Leonard Building) that required allocation back into bond funding. The report summarized major spending categories: HVAC upgrades at multiple sites, technology purchases (noting changed use of COVID funds for devices), security upgrades (secure entrances, locks and keying), roof replacements at three buildings and smaller projects carried out with sinking funds.
Staff listed several large school projects completed with bond funds or braided funding, including Innovation Central, Museum Middle School and Museum High School (conversions in cooperation with the Grand Rapids Public Museum), Buchanan renovations and additions, a CA Frost Middle High conversion, and the new construction of Southwest Middle High. Staff noted that some projects were more expensive post-COVID and that the 2019 series is being wrapped up in 2024.
Committee members asked clarifying questions about specific photos and finishes in project slides; staff explained that some improvements were completed earlier and that many renovations involved behind-the-scenes infrastructure work.
