City manager briefs council on stormwater project bid overage, requests extra grant funding

City Manager Dennis Baxley told the Raeford City Council on March 2 that bids for the South Main and Southern Avenue Stormwater Improvement project exceeded the original award amount and staff has asked the Golden Leaf grant agency for additional funding to cover the overage.
Manager Baxley reported that the originally awarded amount for the project was $893,000 but the apparent low bid came in at $941,723, a difference of $48,723. He said staff has submitted a project budget amendment request to the Golden Leaf grant agency to increase grant funding by $48,723 to cover the overage; Golden Leaf is scheduled to consider the request at its April 2 meeting.
No vote or formal directive was recorded on the stormwater item during the meeting. Councilman Wayne Willis later asked for a status update on an unrelated Robbin Heights grant; Baxley said environmental review by the Commerce Department is underway and a meeting with project parties would occur March 4.
If Golden Leaf approves the additional funds, staff will proceed with contract award and project scheduling; the council did not take a formal vote on the funding contingency at the March 2 meeting.
