Raeford council approves South Main Street stormwater contract, multiple budget amendments and sets June hearing on 2021 budget

Councilman John Jordan moved and Councilman Robert Conoly seconded a motion to approve the consent agenda, which the Raeford City Council carried unanimously on May 4, 2020. The consent items included awarding the South Main Street Stormwater Project construction contract to JYMCO Construction Company for $811,164.94 and authorizing a $48,723 interfund transfer from the General Fund to cover the bid overage; the Mayor was authorized to execute the contract following the city attorney’s review.
The consent package also adopted Capital Project Ordinance CP #40-1 and Budget Amendment #14 to record the city contribution to the project. Council later approved Special Revenue Ordinance SR #20-2 and Capital Project Ordinance CP #42-2 to reflect current activity, and General Fund Amendment #15, which collectively adjusted multiple line items across general fund and water/sewer budgets, as presented in the meeting documentation.
City Manager Dennis Baxley presented the proposed Fiscal Year 2020–2021 budget during the regular agenda. He told the council that the tax rate would remain $0.48 per $100 of assessed value, general fund user fees would not increase, water and sewer rates would rise by 5 percent, and the city anticipated about a 10 percent increase in medical insurance costs. Baxley also outlined personnel and benefit changes: employee 401(k) contribution reduced from 5 percent to 4 percent and a 1.5 percent cost-of-living adjustment with no merit increases; the proposed capital spending included installation of 12 water main valves.
Under a separate item, the council adopted Resolution #2020-04, setting a public hearing on the proposed Fiscal Year 2021 budget for Monday, June 1, 2020, at 7:00 p.m. in McLeod Council Chambers, in compliance with North Carolina General Statute 159-12. The resolution was adopted by a vote of 5–0.
