Raeford council approves consent agenda including strategic-plan partnership, surplus auction and $63,445 budget transfer

Items approved included updating the City’s travel policy to reflect the IRS 2020 mileage rate of 57.5¢ per mile; adopting Resolution #2020-01 to authorize the Raeford/Hoke Economic Development Commission to contract with the NC Main Street and Rural Planning Center to update a joint strategic plan with Hoke County (the cost noted as approximately $415 each to be split 50/50); adopting Resolution #2020-02 declaring specified equipment surplus and authorizing sale or disposal via electronic auction (GovDeals.com) consistent with North Carolina G.S. 160A-270; and approving Budget Ordinance Amendment #12 for FY2019-20 to increase interfund transfers by $63,445.
The motion to approve consent items IV.1 through IV.7 was made by Councilman John Jordan, seconded by Councilman Charles Allen, and carried unanimously.
Details to note: Resolution #2020-01 commits the city to reimburse the NC Main Street and Rural Planning Center for materials, mileage and meal allowances for Rural Planning staff who assist the Raeford Hoke County Economic Development Commission on the strategic-plan update. Resolution #2020-02 lists surplus assets including a 1998 John Deere front-end loader and a 1991 Ford dump truck and authorizes the City Manager to publish required notices prior to auction.
