Raeford council accepts $6,558,000 state loan, approves budget amendment and awards WWTP Contract 2 to Dellinger

The Raeford City Council on Sept. 1 accepted a $6,558,000 State Revolving Loan offer from the North Carolina Department of Environmental Quality’s Division of Water Infrastructure to fund improvements at the city’s wastewater treatment plant and approved a related budget amendment and contract award.
City Manager Dennis B. Baxley told the council that six bids were received for Contract 2 of the WWTP Rehabilitation Project and that Dellinger, Inc., of Monroe, N.C., was the low bidder at $4,730,000. The work covered by Contract 2 includes replacement of the influent pump station, construction of a new lime feed system, improvements to the operations building, replacement of above‑ground air piping and miscellaneous plant improvements. Contract 1 — rehabilitation of two primary clarifiers — is nearly complete, Baxley said.
The council adopted Budget Ordinance Amendment CP #64-1 to adjust capital project appropriations and to record increased revenue tied to the state loan. The amendment shows an added Restricted Grant—State amount of $465,000 and a transfer from the water fund of $125,000, for a total change in the capital project ordinance of $590,000 and an approximate project contingency of $301,752 after the adjustment.
Mayor John K. McNeill, III and councilmembers unanimously approved a single motion to accept Resolution #2020-09 (the loan acceptance), adopt Budget Amendment CP #64-1 and award Contract 2 to Dellinger, Inc. The motion was moved by Councilman Robert Conoly and seconded by Councilman John Jordan; the public record notes the award is contingent on final authorization and approval from the NCDEQ Division of Water Infrastructure.
The resolution cited the North Carolina Clean Water Revolving Loan and Grant Act of 1987 as the statutory framework for the loan offer and authorizes City Manager Dennis Baxley to furnish required information and execute loan documents on the city’s behalf.
Next steps include final authorization from NCDEQ’s Division of Water Infrastructure and execution of the construction contract by the appropriate city officials. The council record does not include a contractor start date or construction schedule.
