Raeford council approves $54,443 change order for Southern Avenue stormwater project, adopts related budget amendments

The Raeford City Council on Dec. 7 unanimously approved Change Order #2 for the South Main Street & Southern Avenue Stormwater Improvements project, increasing the contract by $54,443.21 to a new total of $931,219.27.
City Manager Dennis Baxley told the council the additional costs resulted from unforeseen stormwater catch basins and curb inlets encountered during construction, plus material and labor overruns and additional concrete repairs caused by construction traffic. JYMCO Construction submitted the pricing for the extra work, which the record shows totals $54,443.21 and would increase the City’s contribution to the project to $128,220.
To fund the change order, the council adopted Budget Ordinance Amendment #3 for fiscal year 2020–21, transferring $54,444 from the General Fund unassigned balance into the capital project for construction. The council also adopted Capital Project amendment CP#40-3 to appropriate the same amount to the project account.
Separately, the council adopted Budget Ordinance Amendment #4 to appropriate $43,000 from unassigned fund balance—$40,000 for land (parks) and $3,000 for maintenance and repairs to police vehicles.
The consent agenda containing these items passed unanimously. The ordinances and capital project amendment appear in the meeting record as formally adopted by council.
