Raeford council discusses possible hazard pay for emergency responders; decision deferred to August

City Manager Dennis Baxley told the Raeford City Council on July 9 that counties had received Coronavirus Relief Funds and that 25% of those funds were required to be allocated to municipalities. He said he supported using the municipal share for hazard pay for emergency responders but noted CRF guidance limits eligible uses to COVID-19 activities.
Baxley said the council would receive more information after a North Carolina League of Municipalities webinar later that day and that staff would present additional details at the council’s Aug. 3 meeting. No vote or directive to implement hazard pay was recorded; the item remains under consideration pending clarification of eligible uses under federal guidance.
What’s next: Staff will report back with guidance from NCLM and proposed eligibility/implementation scenarios at the August meeting so the council can consider a formal motion if appropriate.
