Milan council approves administrator dual role, website contract and $1.09 million payroll

Mayor Ed Kolar called the Milan City Council to order on May 2 and the body took several administrative and budgetary actions during a meeting that ran about 40 minutes.
The council approved a mayoral appointment that makes City Administrator Jim Lancaster also the Director of Public Works. Councilmember Baldwin moved to approve the appointment; Councilmember Thompson seconded, and the motion carried unanimously.
The council then approved a five‑year agreement with Revise to redesign the City of Milan website. The contract lists an initial cost of $4,150 and an annual maintenance fee of $3,243. Councilmember Nie moved to approve the agreement, Councilmember Baldwin seconded, and the motion carried unanimously.
Councilmembers also approved bills payable and payroll totaling $1,090,596.55. Councilmember Kofflin moved to pay the bills as presented; Councilmember Nie seconded and the motion carried unanimously.
A consent agenda item approving the Milan Community Fair Parade (June 1, 2023, starting at 6:00 p.m.) was approved earlier in the meeting on a motion by Councilmember Kerkes, seconded by Councilmember Nie; the motion carried unanimously.
No roll‑call tallies were recorded in the public minutes beyond the statement that each motion "carried unanimously." The meeting closed after council remarks and announcements; Councilmember Thompson moved to adjourn, Councilmember Kerkes seconded, and the meeting adjourned at 7:39 p.m.
